Five West Chester elementary schools already have kindergarten measles vaccination rates below the 95% threshold scientists say prevents wide spread. On Friday, Oct. 9, a Chester County school 20 miles south showed what that gap can look like.

Oxford Area High School closed to students and staff after a confirmed measles case tied to the school community, making it the first Chester County school shut down by the outbreak, MyChesCo first reported.

Oxford Area School District Superintendent David Woods told families Thursday, Oct. 8, that the Chester County Health Department directed the district to verify employees' measles-immunity records before students could return. The district also deep-cleaned the building.

The infected person was not vaccinated and does not ride a school bus, limiting the risk of spread to other district buildings, 6abc reported. Whether the case involved a student, a staff member or a relative was not publicly disclosed.

Pennsylvania requires students to be vaccinated against measles, mumps and rubella (MMR) unless they hold a medical or religious exemption. That requirement does not apply to school staff. The gap forced the Oxford district to collect vaccination records from employees across all its schools, a process Woods said had begun weeks earlier.

Anyone at the high school who cannot prove immunity faces up to 21 days away from school and all school activities, according to a district release cited by WGAL. The Chester County Health Department makes those exclusion decisions case by case.

Chester County Health Director Jeanne Franklin said her team expected to finish verifying high school staff records before Monday, Oct. 12, while work continues at other buildings. "We are down to the last few to confirm, and then we can inform the schools, 'This is how many of your staff and who they actually are who have not provided confirmation,'" Franklin told 6abc.

By Friday afternoon, the Pennsylvania Department of Health reported 1,136 measles cases statewide across 41 counties, including 87 in Chester County, CBS Philadelphia reported. Five deaths have been linked to the outbreak, the state's largest in more than three decades. Chester County is one of 12 counties where health officials have confirmed community transmission, according to the Pennsylvania Capital-Star.

The numbers mark a sharp jump. In our Oct. 5 coverage, Chester County had recorded 83 cases and the statewide total stood at 977.

The West Chester vaccination-rate data comes from a Philadelphia Inquirer analysis of 2025-26 school-level data. Chester County's overall kindergarten MMR rate falls just below 95%. Franklin told the Inquirer on Oct. 5 that if the virus reaches pockets of unvaccinated residents in eastern Chester County, it will spread rapidly until it runs out of susceptible people. No public statement from the West Chester Area School District about the Oxford closure appeared in news coverage as of Oct. 9.

The Chester County Health Department also issued an exposure alert Friday for three locations a contagious person visited Sunday, Oct. 4: CVS at 870 Baltimore Pike in Kennett Square (10:45 a.m. to 3 p.m.), CVS at 857 West Baltimore Pike in West Grove (12:30 to 3:30 p.m.) and Giant at 849 Baltimore Pike in West Grove (1 to 3:45 p.m.). Whether that exposure is connected to the school case is unclear.

The district said it would update families Sunday evening, Oct. 11. Free MMR vaccine clinics are available through the Chester County Health Department; the district is posting updates at oxfordasd.org/for-staff/2026-measles-update.
