Chester County District Attorney Christopher de Barrena-Sarobe announced expanded felony charges Monday against David Vincent Rosa, 54, of West Whiteland Township, calling the case "one of the most terrifying sexual assault cases that we have come across."

Rosa, a residential painter and handyman who worked inside people's homes across the region, now faces charges of child rape, filming child sexual abuse, producing and distributing images and videos of assaults online, aggravated indecent assault of a child and invasion of privacy. The new criminal complaint was filed Thursday by West Whiteland Police Officer Michael Buchmann and Chester County Detective Bernard Martin.

De Barrena-Sarobe spoke at a press conference inside the Chester County Justice Center in West Chester, flanked by First Assistant District Attorney Erin O'Brien, West Whiteland Police Chief Matthew Deceder and members of the investigative team.

Rosa has been held at Chester County Prison since his arrest on April 1, when he was charged with 100 counts of possessing child sexual abuse material. He was arraigned before Magisterial District Judge Erin Bruno and could not post $200,000 cash bail.

The investigation began when Chester County Detectives received 24 cyber-tip reports from the National Center for Missing and Exploited Children through the Delaware County Internet Crimes Against Children Task Force. The tips were reported by Google and involved six separate Gmail accounts with similar combinations of names, date of birth and recovery phone numbers, according to the Chester County DA's office.

Those accounts contained hundreds of images and videos depicting the sexual abuse of girls ranging in age from 2 to 6 years old.

Law enforcement has since identified videos Rosa recorded as recently as 2024, with some material in his accounts dating back to 2017.

Investigators also found photos and videos on Rosa's devices showing sexual assault of adult women, some of whom appear unconscious while being recorded.

De Barrena-Sarobe described Rosa as "transient," with prior addresses in Philadelphia, Allentown, Malvern and Saylorsburg. He displayed five photos of Rosa at the press conference, including his April booking photo, noting that Rosa is short in stature and that his appearance has changed over the years.

The DA also showed a photograph of a basement room where assaults were recorded. "If you have seen this room, if you know where this room is, we're asking for you to come forward," de Barrena-Sarobe said. "We have not been able to identify its precise location."
